For almost 150 years, we have made them work, forcing them through flumes and pipes, turbines and canals. In fact, the authors of Idaho's Constitution actually prioritized how rivers were to be used -- and nowhere does it mention rafting. But don't tell these people. For them, Idaho's rivers mean only one thing: a grand outdoor adventure.
